The Correspondence of the Poverty Line with the Social Assistance

Abstract
This paper aims to give an answer to a question how the social assistance programs cansustain in spite of repeated failure to lift the poor above poverty line, Three cases including America, Britain, and Japan are taken to review its historical experience on the subject. Case study reveals that each country aha its own protection tools prospect, this paper reviews the National Basic Livelihood Security program(NBLSP), a Korean social assistance program, As a result, this study shows that the NBLSP has two main protection tools to keep people from criticizing its performance failure. The first one is device transforming the asset into cash income when NBLSP accounts the income of the recipient, Doing that, NBLSP can reduce the benefit level, which results in saving government expenditure on the program. The second tool is the transferring system which puts the potential recipients to their relatives, so that government can stand out of helping the poor.
